Training question-unlikely to improve at age 21?

This is the coaches opinion - they don't think he's going to improve hugely at this point, they are often right - but not 100% of the time.

Your best bet if he's an active player is to keep an eye on him after he plays matches and see if he's showing signs of improving, otherwise keep an eye on his training bar and again see if it shows signs of movement ... if not then its likely your coach is correct and he's reached the limits of his potential.

(you can also spot the opposite sometimes where a coach thinks a player has room for improvement, but isn't actually making any more progress - at that point its up to you to determine if he's reached his potential or if there is another factor at play - for instance unprofessional players won't improve much if they're unhappy, players may be hampered by the facilities or coaches at a club they're at or the level they're playing at etc.)

Ok so you know that is a sign of a player who is getting older - he's probably still at the stage now where he's able to maintain his ability (hence you can see he's gaining experience and learning to play in a slightly different style - you'll probably find he loses some areas, notably physical and gains technique/mental/skills) ... some players cope better with aging than others, Hazard should be fine but pacey strikers sometimes find it hard to adjust later in their careers because of their reliance on pure physical accumen.

As they get older and older it'll be harder for them to maintain their level and they will eventually drop down in ability, this can be offset somewhat by various things - the coaching/training setup at your club, whether they're playing actively (the very best players require this as a matter of course or will lose some of their edge at any age) etc.
