FM15 Scouting

I'm managing in Malaysia on a journeyman save.

In the Beta I was at a different club in Malaysia and one in the league below me - this club had two players who were 'star rated', one defender and one midfielder.

I am now with a different Malasian club in a higher league.

I have scouted for defenders and midfielders on the lowest star rating and my scouts are not picking up these two 'star players' and I wondered if anyone can provide some insight why?. I checked on the lowest rating and there where not even listed as 'unknown'

Would it be classed as 'cheating' to go direct to these players and scout them. As if you had watched a match with them playing in the past and thought they are good

I also wondered how other game players decide on which 'unknown' players in the scouting list to scout further as with a list so long it is difficult to determine which ones will be good or not as there are obviously no attributes on display on alot of them

Any advice?
