Can safely say been having this same issue with scouting recruitments cancelled & keep shortlist up to date unticked & they still keep spending ridiculous amounts of money. i regularly get between half a dozen & a dozen scout reports that are from out of the scouting area, initially set to Asia, even after this ends up with None selected as there is no money left in the scouting budget but I still keep losing money.

Having the same issue. just received a bunch of scout reports from players I didn't ask for plus they are out of my initial scouting range, before it reset to no scouting, cost me another £60K since I checked a few days earlier ingame so no on -£190K. It's not the first time I have seen this either.
