Has this issue been fixed? Its the biggest reason I am detered from playing FM Touch. Whats the point if none of the players grow?

Has the youth development issue been fixed? I'm reading mixed things. It kind of ruined my first save to find out that all the young players I have been buying/playing werent improving at all over 2-3 years...
