By chance do you have a save file prior to making the offer? It reproduces on our end, and unfortunately we suspect that it might be down to the custom database, but we'd need a save before the offers are made to be sure.

Indeed, with Lion City Sailors already announcing foreign U21 transfers under the new quotas, sad that FM hasn't updated the newest competition rules for SPL. Looked forward to having a SG save with the new rules and added foreigner quota. Sad.
