Scouts does comeback with reports

Its defintely not working properly. None of us are getting recommendations. My scouts are seemingly watching games, however 'next planned match' is always n/a. I havent had a single recommendation from a focus, even setting 1 star ability searches in my home nation. I have tested multiple parameters
