Is the problem that  Youth teams can't promote from 3rd to 2nd division also known and being changed?

I don't really get why this wasn't fixed in the last update today? It looks quite simple to make that change, don't get why this was already known in beta version and still no developer saw or took the time for this, bit disappointing. Overall very happy with the lot of new players in Belgium, most players ever in this edition.
