Sounds like the entire loan system in game is a mess with Non-League as they define the break points as the next transfer window ignoring that it's all one window until March.

As a thing is there a way for you to ensure that the number of current staff is always in line with the maximum number the game tells you. This is especially an issue at these top levels with Manchester United having 31 contracted scouts but the game only allowing a maximum of 20 which would cause issues upon contract renewal of any staff member in that role. I'm guessing this is the same for other top clubs as recruitment networks are vast and the game doesn't allow the sheer number of staff present to be modelled accurately

In addition players should not be looking to explore options at end of contract by the 5th of July 2023 in game especially when their reputations are half a star when the club is Regional (2 star) reputation.
