UE Olot should only sign players from Països Catalans

Similar to the philosophy of Athletic Club, UE Olot has a philosophy of only signing players from Països Catalans and I think that it is not implemented in the game. Source -
In my first season with Barcelona, I was drawn against Real Madrid and I should be against Betis. The qualified teams are: 1st in league (Real Madrid) 2nd in league (FC Barcelona) 1st in Cup (Betis) 2nd in Cup (Valencia) The first in league is drawn against the second in league and the cup champions against 2nd in the cup.

I am not sure of that, I think that was the first proposal approved in 2021, but they approved the swiss system in 2022. We can guess that SI has investigated and talked with UEFA before implementing this (taking into account this year's collaboration with UEFA), but I understood that it was going to be a pure swiss system. And I hope it is, it would be better. -

As you can see in the image, the verifying results in this error message and, as you can see in the background, there are several rounds in stage 1. Any idea why?
