Scouts on multiple ongoing assignment - what do they actually do?

hey,  my cheif scout assigns scouts currently and I see that he assigns a given scout to multiple ongoing assignments:  (see for example Tiago Costa, currently on 2 assignments)



 

When I check Tiago Costa under the scouting assignments tab, it says he's currently focused on Austria, which is part of the Au-Ge-Swi ONGOING assignment:




So what he's going to do ? Since his assignment is ongoing, will he "finish" and jump to the next assignment? Or what? 

Does it make sense to assign multiple ongiong assignments to anyone?
