Stop teams moving in Inactive Divisions

Is there a way of stopping teams moving between inactive divisions at the same level?

I have a 3 level league sytem with the 4th level being inactive and containing 6 seperte divisions. I am using these as pools from which a specificnumber of teams is being promoted each season, (4 have 2 places and 2 have 3 places)

Each of these divisons has an uneven number of teams - 49,27,57,66,36,28, which gives 263 in total, the issue is at the end of the first season the game reorganises the 6 leagues to have 43 or 44 teams each to balance them out, this messes up where the teams get promoted to, meaning that the dynamic relegation I have set up doens't work properly as the wrong teams end up in each of the 3rd level leagues.

I have each team with its Regional divisison set at all levels, and have tried every combination of the below options
