Transfer Windows Not Happening [Solved]

Creating new nation rules in Advanced Editor

For some reason teams were able to buy players outside of normal windows (like in May, before season ended) so I tried altering it. And I've created a copy of what the standard window rules look like before any edits and now there's no windows at all.

I've tried using the windows ID's (WIn1 and Win2) and with dates with no day of the week selected. With Get start/end date from competition fixture dates ticked and unticked, but same thing.

Anything I'm missing here?

 

EDIT: Ignore me, obviously changed the base year under general for some reason, changing it back to 2000 worked
