Can someone tell why this competition isn't running in a specific year?

EDIT: I took out the setup date and it schedules fine for 2025, just that it draws the groups 3 years early, lol. Will work on that. If anyone else can tell what's going on let me know

See this file. The relevant competition is the Islamic Solidarity Games, I want it to run in 2022 (the first edition) and then in 2025 and 4 years from there. For some reason, it skips 2025, puts 2029 in the same place as 2022, and then starts the new rotation in 2033 (with the intended 2025 host). Tried different ideas for the start years/versions but encountering the same issue. Am I missing something obvious like an offset date somewhere? I know the delayed rotation complicates it but not this much. Would rather not go back to basic rules and  switch back. Thanks to anyone who can take a look.

Possibly too many qualification games/games for some of the teams so the competition gets delayed. That's what happened to me on a custom save.

I just scrapped the 2022 one because it's so early in the year, but that's what was messing it up. Something about that interfering with the 4-year cycle starting in 2025 and it wasn't setting up for 2025 because the 4-year cycle had been interrupted
