promoted and relegated teams do not match up

Continued from last post, I have made some adjustment and then got this most famouse error in editor I believe.

 

Detailed promotion & relegation setup is still the same.

2022 (game start year)

liga 1 (19 teams): 3 relegation to liga 2, 2 promotion from liga 2, 1 promotion from Copa Perú, total team no change

liga 2 (13 teams): 2 promotion to liga 1, 1 relegation to Copa Perú, 3 relegation from liga 2, 1 promotion from Copa Perú, total team  +1

 

2023

liga 1 (19 teams): 3 relegation to liga 2, 2 promotion from liga 2, total team -1

liga 2 (14 teams): 2 promotion to liga 1, 2 relegation to Copa Perú, 3 relegation from liga 2, 1 promotion from Copa Perú, total team no change

 

2024

liga 1 (18 teams): 3 relegation to liga 2, 3 promotion from liga 2, total team no change

liga 2 (14 teams): 3 promotion to liga 1, 2 relegation to Copa Perú, 3 relegation from liga 2, 2 promotion from Copa Perú, total team no change

 

Can anyone please give me some hint so that I can resolve this?

I expect the issue is the promotion from the Copa Peru. Not even sure if a promotion from tier 3 to tier 1 is possible in the editor. At least when verifying it looks like it's only checking tiers 1/2 and finding a mismatch between them.
