Looking for help on what "significant potential" for UK work permit appeals means

I've played FM Touch/Xbox/Console for a number of years now, work permits in earlier versions were based on games played for national teams weighted by ranking. The work permit appeal now just says "significant potential" so I don't know what I should be looking for when scouting players. It appears that scouting reports no longer warn us that a player has a low chance of obtaining a work permit. I'm playing as Derby County so I can't afford to waste money on WP requests with no chance of approval.

I have found an article from The Athletic (9/6/22) that talks about the factors in real life WP signings, are those factors I should be looking at? Players at clubs that are perennial champions of small leagues would seem to be what I should look for if that is the case. "Significant potential" sounds like I should be looking for teenagers with high scouted potential. Is that true?

I have figured out that "eligible to sign for club" simply filters out players that have a prearranged transfer already on the books.
