Help with Nonleague Loans

Hey all, could use some help with loans in nonleague. I’m managing in Vanarama North, and I’d love to firm up my squad with some loans. But I’ve been unable to get a senior affiliate. So, I did some scouting and found some League Two youngsters who looked like upgrades for me. All loan listed, all recommended by my scouts. Spent the time and money to scout them before offering. Nope, every single one rejected me. I suspect I’ll have no problem bringing in some 1-2 star CA loans, but that’s not what I need. 

Even when I signed on to this club mid-season, they had three players on loan, all starter quality. But none renewed and now they’re no longer loan listed x

Would really love some detailed thoughts on how to find loans! What am I doing wrong??
