Can B teams from non playable league get promoted to playable ones?

So i am managing a team whos B team is in the 3rd tier which is an unplayable league, can they get promoted to the 2nd tier? and im pretty sure B teams can go to the 2nd tier in this league as my B team IRL was relegated from the 2nd tier.

As long as there aren't rules in a league on B teams being in the league directly below the first team (like in Germany), then yes, they can, just like in Germany the B teams can get promoted out of the Regionalliga, which isn't playable, into the 3. Liga.

Yes, if they are in the league below the last playable league. If they are lower, the chances are very, very slim, maybe zero.
