SCOUTING KNOWLEDGE IN FM TOUCH

Hi so I’m doing a Chelsea save and am in 2032 atm. Now that I have developed a great squad I am planning for the future and have been buying only young kids as potential first teamers for the future. I have the best scout in terms of attributes but his scouting knowledge is only uk and Ireland. I was wondering is there any way to increase scouting knowledge so that I can pickup those WONDERKIDS in South America and other places without changing my chief scout ( who has judging potential 19) as the best South American scout I found had just 13 judging potential and like I’m going to be buying players based on his assessment. So don’t really want a scout that gives me players but his assessment  of those players turns out incorrect. I’ve stopped playing right now till I get this sorted so please reply asap
