Newgens are not being created

In my FM19 game, I've added some teams that play in the USA but are from other countries. They have excellent youth ratings and recruitment. However, when I simulate into the future it seems that they do not produce newgens. At least some of them have heads of youth development. I've tried them with low reputation and high reputation; with "add players to playable teams' on and off; and I've even tried ticking the 'is institute' box in the editor. Still, no newgens are coming through.

 

Does anyone know what's going on?
