You have to guess how long you want the pre-season to last and then guess at when league or Cup qualifying games will start. IRL, the clubs are aware of the general start (if not an exact date) of league games and when, if they qualify when Cup games might start. Then the whole process of pre-season trips is planed well before the season end. It's budgeted and is a collaborative effort with the manager and the club staff. If you have a Director of Football, there is a very good chance he would bring 2-3 suggestions to the manager for them to work together on.
