"Auto assign roles" / "Auto assign duties"

Why are these options often greyed out? What can you do you un-grey them?

I've always assumed that they are greyed out when the assigned roles and duties are already optimal (or at least not a lot of improvement is possible)

I wondered that so I messed up the roles and duties - but they didn't 'un-grey'

I believe (from memory) if you create another tactic. Go to the drop down box and Auto Assign Roles is available. Once you have clicked that, then Auto Assign Duties becomes available.
