Low attendance on top Level League

Udinese v Palermo this season was a lower attendance than that, with Siene v Udinese and Pescara v Chievo being close.

I realise all these clubs have bigger stadiums though.

If there was a minimum capacity rule IRL it would be in the game too, one can be 95% sure of it.

Cremonese only have 7490 all seater of stadium capacity. is this normal (without regulating eligibility stadium) when club got promotion to top levels ??

Perhaps not, but equally it may not be normal for Cremonese to be promoted to the Serie A. After the 1st day FM isn't real-life any more.

Many Italian clubs don't have much money, so they might not be able to expand their stadium at that time. I'm sure if they survive 2-3 years in Serie A it will be expanded, and possibly before then.

However, if Cremonese have it set in the DB that their maxium attendance is very low, then it might not ever go up. Some clubs will never have 50,000 fans, no matter what level they play at.
