Facilities upgrade cancelled due to lack of funds

Obviously I understand why they get cancelled because you can't build if you have no money but at the start of the season I requested for an upgrade to the training facilities and I think it stated it was gonna take about a year to complete.

Now with around a couple months left till they're finished the board have cancelled because of a lack of funds, would it not be possible/make more sense for them to just delay the project until the funds are available?

Just seems a bit crazy that they would get 3/4 of the way through the project and then decide to scrap it all and start over again once the money comes in rather then put it back for a few months.
