Is anyone working on a English league with 3-5 foreigners only allowed at match day ?

That's very easy to change in a existing file. You have just to set the match rules for foreign players to 3,4, or 5.

You have to found a England file that someone made by removing and adding the existing leagues and applying new rules. I guess it takes a week until you can found a lot of possible file candidates.
