Nationality restrictions lifted not working

Can I just add to this too. It worked for the 1st player when I bought the ability to lift the restriction at the time for £0.99, but hasn't worked since on my save. I am playing the console version via ultimate pass on my PC. 

 

There are also people on reddit having the same issue - 

 

On xbox same thing, I want my £1 back cheeky ****ers actually put me off this game its a matter of principle! Pay for something get f*** all. Not impressed at all.
