    Playing as Spurs - Dejan Kulusevski doesn't have a agreed fee when it is widely reported that he does.

    I can't even make an offer for him.

Then just sim until the new Prem season starts, and after the CL qualifiers finish, you will get notified that his obligation can be completed.
