When you click the "Scout" button on the email such as the one attached, it takes you to the old FM22 screen of Scouting assignments, which is not only missing the option to specify age, potential ability and other parameters, but also when you confirm the changes, it will not show up anywhere in your recruitment focuses. Either it should take you to the new FM23 Recruitment focuses screen, or should at least give you all the options and actually apply.
The second attached image shows that the Europa League recruitment focus does not show up after I have attempted to create one.
