Scholarship players cannot be registered for Asian Champions League

Do you have a save file you could provide that we can test from please?

Typically the players are still eligible to play despite not being registered.

In FM22 that was indeed how things worked, with scholarship players eligible to play despite not being registered, albeit with a one registration window lag at times. However in the save I've uploaded they cannot play.
