Hi!
In my save, scout is set to retire on 18/7. I have offered a contract to new scout to replace the retiring one. But when the new staff member agreed to the contract on 10/7 I got the "the board blocked the transfer" message. So the game doesn't take into accunt that staff memeber is freeing the spot in 7 days and instead I have an option to release the retiring staff member but I'd have to pay severance wages for the rest of his 2 year contract.
