    Hi, I've raised this issue in the forum many times since 2020 but unfortunately, international loan regulations are not implemented in the game, breaking immersion. Let's try a final time.

    All the leagues in the game, no matter the country or level, should have the following loan rules:

    A) MIN AND MAX DURATION

    • Minimum duration: the time between two registration periods (in the game, you can loan a player for just some months)
    • Maximum duration: one year (in the game you can loan players up to 2 years)

    B1) HARD CAP ON INTERNATIONAL LOANS

    Cap on the maximum number of international loans:

    • From 1 July 2022 until 30 June 2023: A maximum of 8 players loaned out, a maximum of 8 players loaned in.
    • From 1 July 2023 until 30 June 2024 A maximum of 7 players loaned out, a maximum of 7 players loaned in.
    • From 1 July 2024 A maximum of 6 players loaned out, a maximum of 6 players loaned in.

    B2) IMPORTANT EXCEPTION TO THE CAP ON INTERNATIONAL LOANS

    The limit on the number of loans will thus not apply to players who are loaned prior to the end of the season of the former club in which they turn 21 AND provided that they are club-trained players with the former club. For the sake of clarity, the two conditions are cumulative. As FM doesn't take into account this exception, very few young players in development can be loaned out internationally, hampering their progress.

    C) HARD CAP ON THE LOANS BETWEEN CLUBS

    Finally, there is a limit on the international loan of players between two clubs (“three-in three-out”) from 1 July 2022. Not implemented. This rule curbs the benefits of affiliates and multi-country clubs such as the City Group.

    D) DOMESTIC LOANS TO BE REGULATED AT COUNTRY LEVEL BY 2025

    By the way, bear in mind that by 2025 all football federations must create their own rules for domestic loans.
