Switching Dutch and English language in Dutch setting

We've presumably fixed this for the full release - with some issues occuring still in the beta

I'm not entirely sure - so tagging @Woodg SI to please check and clarify.

This is "fixed" for release. Technically not a bug as was working as expected  - it was just not intuitive if your locale language was different from the game language you pick. On game start up it will set both game language and data language to what you select
