In this french thread, the user explains tried to create B teams League in wales.
When he thought he had succeeded, he noticed that B teams of inferior leagues are never promote and if there's no more "1st team" to prom, relegations are blocked by the game and that, even if it's a B team who needs to be relegate. I don't know if you all understand 
He also noticed (due to his update creation ??) an issue about attendance in this league with some match at over 3000 people while the average attendance is 50 peoples
He attached some screenshot in his thread, and he upload his savegame on the cloud with the name "Test-Taga"
