Only allow to do 4 substitutions when should be possible to do 5 five substitutions

Is it not the case that you can only make 5 sub within 3 stoppages of play. You can't bring on 5 on 5 different occassions. Check rules page of the competition.

Hello, with this new substitution rule, teams can make up to five substitutions. However, they need to be made within in three separate ‘game stoppages’ during a match.

For example, if you make one substitution in three separate stoppages, then you won't be able to make your fourth and fifth substitutions.
