No transfers budget available despite money in bank

And btw did not make any installments in the transfers i've done during the winter window

Hello, could we get your save file please. If possible could it be just before final game of previous season, or around the time when the initial budgets get set, thank you.

FYI

Holidayed a save till July 2023

Started the game with the same set up than the save i submitted for this thread, which mean transfers disabled for the first window

Just took control of the manager to spend the transfer money available in January 2023 (20M€)

The team ended up 3rd, which means Champions League (qualifying round)

2 Buyout have been automatically triggered during the first season, for a 10M€ total

60M€ sitting in the bank, once again, no installments in transfer, no works etc

And this is what i inherit for the transfer window

 

I don't expect to get PSG money, but, it might be a bit short
