When viewing attributes to select, if you click on one of the items in the "available" list and then try to scroll down, the list will not allow you to scroll down if that would mean the selected item would go past the top of the visible section of the fields.
In the example image, I have selected Judging Staff Ability, and now my scrolling limit is to the top and bottom of that visible section.
Deselecting the item will allow the list to scroll further.
selecting another item (after scrolling a few lines) will allow the list to scroll further, but to that field as the new limit.
