If you shout to a team and click on a player's menu before the next shout time expires, you will be blocked until you unclick their shout menu.

If you unclick that player, but before the action ends you click that player again and he will still be blocked, you can block the shouts for that player for the entire match. It is enough to have this menu enabled at the time of a new action.
And now in the video you can see that after scoring a goal, the player has a block, even though he should have it unlocked soon, it will still be blocked. In the recording, I focused only on showing that you can call everyone and you can't call this specific player, which means that it is an interface error, because if you can call anyone, it means that you can call each individual player separately, and the interface shows something else
