"Don't have enough funds" for a £185k transfer, apparently, even though I have a traansfer budget of £2.21 BILLION!

We're aware of this issue - it's when the transfer budget goes too high the game doesn't seen to recognise it. 

If you're able to use the IGE in the meantime you can lower the budget by a little and it should resolve things.

Fair enough, but the IGE shouldn't cost £5.99 if I have to use it to fix the game's bugs.

If your transfer budget goes over 1.6B, the game recognizes it as your club having 0 transfer budget, hence why this happens

The range in 32 bit is max 2,147,483,647

Your transfer budget has been exceed the 32 bit limitation, that's why game does not recognize your 2.21 billion.

Same apply for goals per season where game use 8 bit (0 to 255) format.
