This is a bug that was in FM20 and FM21 as well. If your manager is in control of a reserve/junior team's Individual Training, but not the General Training, you're unable to change the tactics at all, it will be locked to whatever tactic the senior team has. As you can see in the second screenshot, the options are all grayed out.
Steps To Reproduce:
STEPS TO REPRODUCE
- Go to Staff > Responsibilities > Training, and take control of "Leads Individual Training (2nd Team)" or "Leads Individual Training (U18)".
- Go to that reserve/youth team's tactics page and you'll be unable to change the tactics.
- If you right click a player and change their role, then navigate to a different page and back again, the player's role will be reset to that of the senior team's tactic.
