Values are now more closely linked to the club's asking price for a player, ie what they would actually cost to buy.

So players at wealthy high reputation clubs are now more likely to have higher values than in previous versions as they don't have any need to sell players. Similarly, during the January transfer window you'll find values typically higher as clubs don't want to sell mid season.
