I had to make some digging to  find out how team handle their U21 players now days. It seems by that  linked The Guardian article that teams are 100% more active in real world to sell their not so important youth away than in Football Manager 2024. I have to admit my playing of the game last 4 years have mainly focused finding bugs in ME and not playing the game at all. So I cant really know is this not using transfer listing a FM24 problem or has it been there always? I'll send in a save what has been simulated to 29.01.2024 so there's about 4 days to transfer window to open. I add some screenshots showing AI never transfer lists its youth but only loan list them.

Hello, we're happy with the balancing of this.

A test up until January 2024 is basically redundant as the first season will see a decreased amount of transfer activity due to the fact teams have already spent a lot of their budget IRL.

Thanks for the answer. I'll take a look from other save what's about 10 years ahead. I'm pretty sure in that save as well AI is not using transfer list function. Is it meant to be like that AI doesn't transfer list youngsters?

In 2036 I see also this behaviour. Not only AI don't transfer list anyone they are also blocking some loaning. Maybe because its June 22? Also why u21 teams age average has come down a lot? ok lots of questions. No need to answer if you're busy and all. Just a bit worried.

Is this loaning working as intented? I see many teams put their youngster off from loans. I know there was some kind of fix for excessive loans so is this it? Honestly I think you guys in SI knows the best so is this working as intented or is setting loans 'Unavailable' completely a bit too much and 'Not set' would be enough? @Zachary Whyte

This is what I see quite often. That around 50% of the youngsters are set to loan and other blocked.
