I saw this bug in Scotland in FM23 and I'm now seeing it with York in National League in FM24.
My scouting was set to surrounding divisions and sufficient budget was allocated. But that budget started to disappear, and into December it is now into negative. I can't allocate a scout, but scouting is carrying on. They are scouting beyond the parameters I originally set, including bizarrely scouting players in Brazil and the US.
It's worrying that a bug from FM23 is now more widespread. It will continue now eating at my finances, making it pretty much a game stopper.
