I'm currently unemployed. Whenever I hover over the transfer value this box pops up.
In some cases, its asking me whether I want to scout the player or not and mentions the scouting budget. I'm not even managing anyone and there is no club budgets.
The ability to scout the player only occurs if the player is on loan.
