Training Facilites Increasing Player Interest

I read that better training facilities will result in more/better players interested in singing.

First off is this true?

And how effective is it?

I've got my Telford side to League 1 but I'm not interested in player development yet, however I do want to attract better players to the club for a promotion push and want to know how effective increasing my training facilities will be.

Players will sometimes say when they agree a transfer with a club that they really liked their training facilities. Same as real life when they talk about "the setup", when they're not lying anyway.
