Does it take longer for them learn team tactics. my ONE tactic is only a quarter learned and throughout the whole preseason i had it on team cohesion high and chose tactics on every 10 preseason game.

Familiarizing tactics seems to take a lot longer on this version, but in answer to your question: no. Learning PPMs adds to their burden of General Training, so as long as you have their Match Training maxed (the slider on the Team Training screen all the way to the left) and everything else set up right, they will still be learning tactics as fast as they can.
