The only way to see other players' attributes is by scouting or playing against them. As for recommending, it's all about personal preference. It adds a slightly more challenging way of playing FM and brings a bit more realism to some. If you don't want to make the game any more in-depth than it already is, leave it off. If not you could be managing some small team like Gateshead and know all of the attributes of every unattached Brazilian 16 year old in the world.
