Please explain the thinking of this if you can

i had an offer of £11m plus carlos vela for mats hummels accepted, vela couldnt agree terms with dortmund so the deal fell through, i then offered £15m straight but dortmund wanted £44m!! how can this be?

does this mean that dortmund value vela at £33m?

They might have been desperate for a player who played in the positions Vela did? Doesn't mean they value him at £33 million just means they might have needed the player for his positions he plays.

For straight cash they feel they don't want to sell the player, hence the £44 million price tag.
