For FM11 and older, what effect does not having a league active have on Newgens?

I'm trying to get the perfect balance between depth and speed when setting up, my question is, if I leave a league out when setting up the game, like say the Brazilian or Argentinian leagues -which I probably would never manage in- does this have an impact (if so how big?) on the number and quality of newgens these country's would have?

I'd like to see a strong Brazil, Argentina, France, Holland etc at world cup's etc as the game progresses, but would like to not have to activate those leagues, so does having a league active/inactive affect the newgens in that country?
