I save anyone that my scouts find above 2/2.5* to the default shortlist then when I want a player I just search my shortlist. Scout reports tend to last about a year and at the beginning of each season I assign a scout to rescout anyone who has "lost" their report and delete the player if they come back at less than 2*s. This can mean a large shortlist with around 3,000 players on mine in FM10 but it serves my purpose. EDIT I've tried in the past having different shortlists for countries/positions etc and it just doesn't work for me. Keeping them all in the one list and using the search/filter I find much easier.
