Scouting youth leagues?

I currently have one of my scouts looking at the English under 18s, and he has been for 3 years. I've got a couple of new scouts in and was hoping to have them watch the youth leagues in other countries, but can't seem to find a way to do it? One of my new scouts is Spanish, and I'm allowed to scout all of central Europe, but all I can send him to are the top and second divisions. I have the Spanish league running and playable.

I have the top two divisions in Spain running as playable in my game and there are three groups in the under 19s league. I don't know if you're able to scout them though as at the moment I'm only allowed to scout the United Kingdom.
