Keep commenting on that you like him every few months and also that you want to sign him.. Put bids in and he might be unhappy if they are rejected.

Quickest way is every 31 days, praise the player and the following day declare interest, the level of which is dependent on how much he wants to join your team. I.E. If he may want to join say "looking into the possibility" if delighted to join "Do utmost to sign". Make sure not to praise more than once a month or he may get perplexed as to why you are praising him so often. This will almost definitely get you on his favoured personnel and may get him to demand a transfer. He's also a lot less likely to sign new contracts.
